Halkaan waxa aynu ku soo qaadan doonaa shaqooyinka looga baahan yahay qofka maamule ah, heer kasta oo uu joogo. Qorsheynta (Planning) waa shaqo aasaasi ah oo maamulka (Managerial Function) ah, taas oo ka dhacda heer kasta oo urur (Organization) ah, ma aha oo kaliya heerka ugu sarreeya.
